Already mandatory Nov 17, 2025

No administrative control

What changed: Import operations without administrative control (no LI) are now required to be registered via DUIMP.

Who was affected:

  • Imports with no special legal basis (standard taxation)
  • Legal bases: Ex-Tariff, bilateral agreements, Mercosur, among others
  • Modes: maritime, air, road, among others

Already mandatory Dec 15, 2025

Regulatory agencies — first bodies

What changed: Operations with administrative control from the first regulatory agencies now require LPCO + DUIMP.

Agencies included in this phase:

  • ANVISA — medicines, food, cosmetics, sanitizing products
  • MAPA/VIGIAGRO — agricultural products
  • Army (DFPC) — controlled products
  • DECEX — operations requiring Secex approval
  • Repetro — oil regime (except RJ, postponed to Jan 2026)

Note: LIs already approved before this date can still be linked to a DI.

Already mandatory Jan 19, 2026

Maritime mode, INMETRO, ANP, CNEN

What changed: A significant expansion of the requirement, including new approvals and the maritime mode with no legal basis.

Agencies and operations included:

  • INMETRO — products grouped by model (specific NCM codes)
  • ANP — fuels, asphalts, crude oils, lubricants
  • CNEN — generating equipment, radioactive sources
  • CNPQ — goods for scientific research
  • DPF — chemical products (sensitive and non-sensitive)
  • Repetro RJ
  • Recof (FL 49 - SP)

Important: As of this date, maritime imports with no legal basis are required to use the DUIMP.

Next phase Feb 23, 2026

Drawback Exemption, Auto Parts CE, SUFRAMA

What changes: Operations with special tax regimes and remaining approvals come under the requirement.

Operations included:

  • Drawback Exemption — companies with unlimited RADAR
  • Auto parts (FL 59, 95, and 97) — Ceará
  • SUFRAMA — Manaus Free Trade Zone (partial)
  • IBAMA — other operations

Prepare now:

  • Check that your Product Catalog is complete
  • Confirm your customs broker already operates under the NPI
  • Review the legal bases of your operations
Upcoming Mar 23, 2026

INMETRO (family grouping), remaining

What changes: Inclusion of INMETRO products grouped by family and other pending operations.

Operations included:

  • INMETRO — products grouped by family
  • Other operations not covered in previous phases

Upcoming Dec 1, 2026

Final Phase — Special Warehouse, ZFM, Special Regimes

What changes: Complete shutdown of Siscomex LI/DI for all remaining operations.

Operations included:

  • Nationalization from Special Warehouse (admission by DI)
  • Manaus Free Trade Zone — remaining operations
  • Land mode — specific ZFM operations
  • Remaining special regimes

Final milestone: As of this date, the entire import process in Brazil must be conducted exclusively through the Single Foreign Trade Portal (Siscomex) via DUIMP.

The DUIMP (Single Import Declaration) is the digital document that unifies all the information required for import operations in Brazil. It was created to replace the DI (Import Declaration) and the DSI (Simplified Import Declaration), eliminating redundancies and making the process faster, more secure, and more integrated through the Single Foreign Trade Portal.

The NPI is the New Import Process, created so importers can provide all required information to government agencies just once, directly through the Single Portal (Siscomex). With the NPI, there's no longer any need to use multiple government systems in parallel — everything is centralized, reducing rework and increasing operational efficiency.

Yes. The DUIMP was designed to replace both the Import Declaration (DI) and the Import License (LI). The migration is happening gradually, following the official Siscomex LI/DI phase-out timeline published by Secex and the Federal Revenue Service. As each phase takes effect, the corresponding operations become required to be registered via DUIMP.

Check the official LI/DI phase-out timeline, which sets the dates by operation type, regulatory agency, and tax regime. If your operation has already passed its phase-out date, using the DUIMP is mandatory. Otherwise, the DUIMP may be optional (opt-in) or not yet available for your operation. The official Secex/RFB flowchart helps with daily verification.

LPCO (Licenses, Permits, Certificates, and Other documents) is the Single Portal module that replaces the old LI for the administrative control of regulatory agencies (ANVISA, MAPA, Army, IBAMA, INMETRO, among others). You'll need an LPCO whenever your imported goods are subject to approval by a government agency — it's linked directly to the DUIMP.

The Product Catalog is a database integrated with the Single Portal where importers register the information for the items they import in advance. It standardizes product declarations and is a mandatory prerequisite for registering a DUIMP. The good news: once registered, the catalog can be reused across all future operations involving the same product, significantly speeding up the process.
